Summary:

If the administrative organ with the power of administrative license makes the decision of disapproving the administrative license, and the decision has been revoked by the people's court and ordered to be redone, the administrative organ still makes the decision of disapproving the administrative license again for the same reason, which shall be deemed as abuse of power.
